Cinder blocks can be used for the posts of an arbour, with being sure to mortar build. NEVER stack cinder blocks to build posts. It is unsafe. Click on the link below for ideas. REMEMBER SAFETY!

You'd have to lay your cinder block out like in this picture and then make the top out of whatever you want. I think this would be the best way to go.
The only way to be able to stack Cinder blocks upright without Mortar would be to Bury Scaffold Poles (2) each side) deep in ground and slot the blocks on through them. Make the top from timber or Netlon..........
A cinder block post for an arbor needs to be properly constructed... some are done around a wood or metal post... they need a concrete footer, rebar and the correct mortar between the blocks... sometimes the blocks need to also be filled with concrete too... it might be just as nice to use cedar or redwood posts 4 x 4 or 4 x 6 would look good too.
somehow I don't get the 'picture' of a concrete block arbor!
