You can use a drill with a small bit. You can use a nail and a hammer but it might bend the can so do that carefully.
Hi, for small round holes, you use a hammer and a nail. Stuff the can full of wadded up junk mail and pack it tight. That way the can will keep its shape.
For larger shapes, use small tinsnips. You will need to puncture the can first (inside of an area to be cut out) and then use that hole to start cutting with your tinsnips.

I use a drill press with a small drill bit!
I used a combination of the above. I filled with water and froze them, then used various sized drill bits to create the holes. I found it helpful to draw the pattern on the can with a permanent marker before filling with water. The marker is easily removed with acetone or rubbing alcohol and a paper towel once the cans are dry.
