I believe that acrylic paint was used to paint these pine cones. If you are going to hang this outside you should finish by spraying with an exterior poly/marine spar. You can buy a wire wreath base/form and then use a glue gun to attach the pine cones. Here is a quick little video to show you how it's done: https://www.youtube.com/watch?v=003i0NZ6yCk
My guess is that the base is made of some type of rolled chicken wire, however, this lady made an almost identical wreath using a vacuum cleaner hose!

I have made pine cone wreaths using a straw base found at craft stores. The shape gives the roundness and depth needed. Use hot glue to affix. You can also cut pine cones thru to make flowerlike shapes. Nuts (in shell) make natural centers. Different kinds of pine cones add interest too. Have fun with this project.
I made mine years ago using a wire wreath frame and then wiring all the pine cones to it. I then painted them with craft paint and sprayed a clean poly finish on them. They were all done in the late 90's and I still have them. However, I now use rustoleum spray paint for all my outdoor paint projects. You can leave it at thator again spray a coating of clear poly on them. Oh I also sprayed my bows with the clear poly so they would stay stiff and not wilt in the rain/snow/heat.
