Choose the longest one and make a circle with it, wrapping it as you go. Continue to add branches, winding and wrapping them. Here's a link to one I made with grapevines:

Oodles of them here. I would get a dollar store frame, soak the willow branches to keep them soft and weave and wrap them around, they should stay in place once you have intertwined

I would pick up a wreath form and attach to that. Dollar Tree carries them. Once you make 1, you might be able to do it without a form.
Also, you can go with non traditional shapes for a wreath. I think a very good option would be a Christmas Tree.
Just start to curl one into a circle the size you want take the ends and wrap the tip of the branch around the thickest part, continue to wrap and pull snug as you weave the branch in and out. The branches should stay because you are wrapping and each layer adds strength. Tuck the ends in between other branches. Add a twine loop to hang. With grapevine wreaths or willow you do not need a form to put it on.
I've seen several willow type wreath projects here on Hometalk. Try the search bar at the top left, I'm sure you can find them that way.

Willow branches are good material to make a wreath by simple starting with one branch and entwining additional branches around the first one. You can either wire the branches to gether in several spots or use zip-ties, strong twine, etc. They make great long-lasting wreaths!
Soak them in hot water cut so you could work with them let sit for about a hour I’m water. Then try curving them and tie them together to form a wreath
