If you are referring to the propane cylinders used for a camping stove, they usually retain a small amount of gas when they are 'empty'. They could be used for target practice - and you will know when the target has been hit!

For clarification, you're asking about empty disposable propane bottles?
I just looked at some Pinterest ideas and some are very nice. I like the bells made from the bottom half of the canister.
Just be very, very sure that the canister is empty before cutting into it. (We don't want you to go "boom").
