A friend of mine set a series of these in his garden, filled them with dirt and had an instant fence/planter. He set them in at varying heights for interest and thinks of it as his raised bed.

Hello - Those appear to be or are similar to red roof tiles or pipes. There are a number of crafts resulting from the use of red clay tiles. Here are some of those ideas:

those look more like a drainage tile for wet areas. I,d keep them upright and fill with potting mix, plant with trailing plants.
I have 3 set at different heights placed at the corner of my front porch. put an annual (petunia, etc_) in the back two and a cascading plant in the front one. dresses up that dull spot in the summer! can put silk in for seasonal or mums in the fall. live plants need watered every day.
