Waterproofing garden outdoor exterior sculpture applications using Rustoleum Leak Seal. I might try this on my diy clay sculptures.

Personally in my situation and exposure I do find fabric items to fade extremely quickly under my seasonal circumstances. I wish I could find something to stop the uv deterioration of my flags and windsocks.

There is a spray on product that might work for you:

Spray with a waterproofing medium. The best I've seen is RustOleum. It was demonstrated in Home Depot and after it was applied, water ran off several different types of materials.
Several coats of Helmsman Spar Urethane. Rustoleum clear spray glaze or paint
How about dipping it in clear epoxy resin?
I know you said besides concrete, but honestly, it's your best bet. Fabric will degrade regardless how it's treated. it might not happen in one season, but the elements will break it down. You could put Arctic on it it comes in a liquid.
