I find them on the street all the time. If you have any stores near by that receive shipments on a regular basis, I'd start looking there. There's a health food store down the block from where I work, that has pallets outside every other day. You can ask to take them and they'll usually be happy to be rid of them. Good luck!

I have a lot of local mini malls around me. The stores pile pallets by their dumpsters. Free for the taking.
Some places don't care, Others re-use for returns. Always ask first to avoid theft charges.
What about where you currently work? Also, think about family and friends who might have connections. I have a friend who owns a shop and I can usually get free pallets from him anytime they get new shipments.
You may notice that some pallets are painted a color like blue. Those are usually pallets the store will recycle or use for returns. Definitely get permission before you take any from behind a store. I personally don't want the painted ones anyway because I like the weathered look of the pallet wood.
