Depending on where you live any feed store or factory will have some that they would mos likely be glad to give you
check craigs list and businesses that are willing to give the pallets away
behind grocery stores, big box stores. Be sure to ask first. Most places would love you to take them so they don't have to pay to have them removed.
Try the big box stores, BJs, Costco, Sam's Club, and call local supermarkets, liquor stores.
Go to factories and stores and ask ! At my job people stop all the time for free pallets!
Look on Craig’s list. Companies are always posting free pallets, you come and pick up. The habitat restore has them but they charge $1 each. Most distributing warehouses always have a huge supplyof them.

There’s a pallet rehabber near me, maybe there’s one near you. Lots of people pick them up and sell them to places (I live in a major city); maybe there’s a collection point near you and they’ll part with some.
