What are essential tools needed for new DIYer for pallet projects?

Hammer , pry bar, screwdrivers both flathead and crossed , table saw, mouse (hand held sander), some quality paint brushes . You can aquire the rest as needed (paint , stain, polyurethane, etc.) We have saw horses but almost never use them . Seems like every time we have to cut something , it gets placed on edge of the table in garage . It's whatever you're comfortable working with .

If your on a limited budget,you don't have to have a table saw. I started out with a hand held circular saw.You can make a cutting guide from plywood and get accurate cuts with that, You will also need some clamps. Always hold your work piece down when cutting. A reciprocal saw cuts them apart in no time. It cuts right through the nails cutting the boards apart without damaging the wood. Then you can work around the nails still in the wood. Most of them will not be in your way leaving you the whole length of board to work with. It's fast and accurate. I've cut many dozens of them.

I agree with Theresa, the reciprocating saw is best. It will give you more time to design and build. Tearing palettes apart is tedious.
