To give it a new look I would remove the base and just keep the top of the chair which seems to be intact. Spray paint it a bright whimsical color and make a new cushion to match. I would attach a wood base to the bottom to attach legs, something like a mid century modern metal leg.
I would use outside with a large planter in the seat instead of cushion. Place on a deck or in garden area. , or make the seat a bird bath. On the back of chair you can even hang a wreath with a hook of some kind.
Yes! A nice big plant would look great. I can even paint the chair a bright colorful color! I'm thinking that would also save me the trouble of fixing the chair. Thanks!
All of the suggestions are great. If you wanted to actually use it though, or even for the ideas above, I would trim the broken horizontal part. Get some sisal rope or plastic twine and "bomb" it. Begin by gluing it to the back with E-6000 glue and letting it dry.
Then, wrap the rope around the bottom and end in the back. You can get plastic twine at most craft stores. It will hold up to inclement weather. I would look into something about 1/3 or 1/2" thick so you don't give up in mid wind.
Then, cover the seat with a flock backed table cloth and perhaps have enough left for a matching back seat cushion. I love this kind of chair.

If you want to use it outside I suggest repair as above, paint, they have great spray paints for outdoors and then use duck cloth remnant to make a comfy pillow. I can just see sitting in the shade and reading.
