How do I get a light protection covering for my bedroom windows?

Hi,I need a light protection covering for 2/3 of my bedroom windows (facing neighbors fence) but like to leave the top 1/3 open for light. Instead of installing up/down blinds, can I install blinds in different ways?Windows are 35x72.

How about shutters on bottom portion of the windows, or double-hung shutters?

They sell top down blinds, that can be lowered from the top down. JCPenney is a good source for inexpensive window treatments.
