Hi Esther, Yes, you can close off a window. You will need to remove your current window. Then you will need to install a couple 2 X 4's under the header. Then replace the outside surface (brick, siding, etc.). Then comes insulation. Next, drywall inside the house. Last is tape and mud, sand it when dry. Paint to match current color in your room.
