You'll need to know how to use some power tools. Here's a link:

Window sills are basic. They're really nothing more than a flat piece of wood that fits in the bottom of the window. They often appear to be built into the framing, but in reality they sit flat atop the framing. Moldings and jambs make them appear to be a bigger part than they really are.
Sills are often the first part of a window trim job. When casings are attached to the sides, it gives the sill a finished look and, it covers the jamb.. When it functions as an apron β that's the piece sometimes attached to the bottom β the sill takes on a substantial, strong appearance. Make the actual sill using solid wood that's at least 3/4 inch thick. For a high-end look use hardwood with stain and lacquer. For economy use or to match interior colors, use simple fir or pine and add paint. For a rustic appearance, try cedar or redwood and apply clear oil sealant.
Window Sill Overhang Is Adjustable
Measure the distance between the two vertical sides of the window opening and add 6 inches. The longer length of the sill allows you to notch the outside edges to protrude or overhang the wall on either side by 3 inches. Start by measuring the width and depth of the framing on the inside. The sill should overhang the front edge of the window frame at least 3/4 inch, but feel free to add up to 4 or more inches to the depth, depending on how much overhang in front you desire β you can make it look like a small shelf if you like. And , miter cuts are seldom necessary.
Use a straightedge to draw the dimensions on the sill. Cut the notches on both sides, sometimes referred to as the "horns" of the sill, to allow for the overhang on both sides. Tap the sill into place, and the overhanging edges fit flush on the outside of the wall on both sides. For added aesthetics, add decorative apron trim across the bottom underneath the overhanging front edge of the sill.
