The arch window is too large for any of the commercial shades available. I would like to block the neighbors lights from illuminating or bedroom at night, any ideas that are visually attractive as well as functional?

See if you could find a window cling type glass covering that would look good on the window.

At my last house I just did straight double rods hung at the ceiling and used sheers and drapes.
use privacy film and cut it to the size
A window cling would not block light, at night. You might consider mounting a curtain or drapery rod all the way up to the ceiling and hanging draperies that are dark enough to block light.. with the right hardware the curtains can be open in the day time and closed a night.

Good luck!
How about getting a "stained glass" window film and covering the window with that? There are many different designs, including frosted. Some let in more light than others.
