If you have a sewing machine then sheets are the way to go. I found some I liked to cover a sliding glass patio door. I had the rod I got at a garage sale, the brackets were plain cheap from walmart. When I found the flat sheet I liked, I cut it down the middle to make a panel and seamed the cut side, I used the large "cuff" or edge to slide the rod through. So minimal sewing there...I then found some wide pretty lace in a solid color to use for tie backs. cup hooks on the sides to hold them back. If you don't have a sewing machine, tack the seams down with fabric glue. People come to my house and don't know they are sheets, it's how you dress them up. The kitchen window I have a friend who used a couple of white embroidered flour sack towels with the rod hung half way, cafe style, she used the clip rings for the rod. Cute, kind of cottagey

First, I'd compare the prices for the blinds sold at Walmart to the cost for other options. The less expensive plastic mini blinds, depending on the size might actually be cheaper. After that, I think sewing curtains would be the next best option or if you don't sew, try the fuse tape that you iron on. If you got plain fabric (no design) you can add trims or decoration, even fabric paint.
