use flat bed sheets and tension rod get some clip on curtain hooks I think they are called cafe hooks. Just fold the top 3" over twice. Evenly space the hooks/clips along the new top edge. Hang from the curtain rod.
If you get better quality sheet you can use it on your bed if you want to change to a different color/pattern sheet.

Target has a great selection of curtains / drapes that are not expensive and they run sales all the time.
Purchase good quality flat bedsheets and make your own.
The blinds currently in place look sufficient, how dark do you want it to be?
Use tension rods, if you are not allowed to put in regular drapery rods. You can use material or sheets. Look for sales, or find your local reuse store!
The windows are 8feet long and close to 5 feet tall and they are stacked. The sun shines through the cheap blinds. Was thinking about using a contact paper on the lower part of the upper window...

Block out fabric is not very expensive. Buy enough to cover the window and add half the width of the window to the amount. Walmart carries drapery rods and tapestry clips.
if you don't sew, buy som fabric glue to finish the edges of the fabric. Hang the fabric from the clips 8 to 10 inches apart. Voila, block out drapes.
Blackout fabric can be painted any color you like and you can frame it out like a paint canvas and than mount to the wall. It is light in weight and will totally block out the sun. If your artist comes out in you, paint to match wall or strips,flowers etc you get the idea.
