We need a window blind that raises by pulling up not down.

We have 2 large windows on the front of our home that are close to a much-used sidewalk. Am looking for a way to create blinds that would allow sunlight to come in the top of the windows while still covering the bottom and maintaining privacy. On cold nights we want to be able to draw the shades all the way to the top of the windows so the room stays warmer.

Do you think matchstick blinds would work if we installed them with the top at the bottom and pulled them up?

Not for blinds but for various other items; online is often but not always where I find best prices for identical items. One note: 'best price' online Levi jeans = were counterfeits.
