Yes, they do seem longer than in years past. Really depends on how much you need to shorten. If its no more than the rod casing at the top, (probably about 3 inches) and the fabric is not really thick, you can simply fold over, iron and pin it. Then sew (machine would be best) but doable by hand, and your valance will be that much shorter. This method would not give you a ruffled effect above the rod but that style seems to have go by the wayside anyway. If you don't sew, do the prep work and ask a friend or your dry cleaner to run the stitch. Shortening from the top will always be better. The hem allowance is almost always deeper than the upper casing allowance.

JoAnne Fabrics Stores have the short length valances that you just cut to the width you need, they are only about 12 - 14 inches long. usually in a lace fabric but they also have premade valances in a variety of colors and styles . check out their stores or online.

I just buy material and make my own. You don't need to know how to sew. Stitch Witch and an iron is all you need.

If you can't find one that is the length you like, take a long one and fold the top over to make it the length you want. Then iron the edge with fusible webbing. Then just put a curtain rod through to hang.
