Oh, I don't envy you. Of course, you could try vacuuming, vacuuming, vacuuming, and vacuuming. :) It might also work to use a lint roller, but I think they cost way too much for the amount of work they do. I take strips of duct tape - long or short, whichever works - and put it down, then rip it up. With a shag rug though, it's going to probably take a lot of strips and you still might not get it all. Walk around with duct tape used as a bracelet and anytime something glitters at you, pull of a piece and get that "sucker". :) Wishing you the best and Happy New Year!

I have several glitter glued and they are all water based. Check your shag carpet in a corner to make sure it won’t fade with water. If that is safe, use warm barely sudsy water, and scrub with a large brush. Let the water soak in for half an hour to dissolve the glue. Since you can’t brush the residue out of a shag rug, use your vacuum cleaner. A shop vac would probably do better. ☺️

With good lighting and maybe a magnifying glass, you could cut out the worst strands of the shag. or just pick any thick bits of glue out with tweezers. You might need to unwind or split rug strands with a large needle, awl, icepick, etc.
