Don't put makeup on your neck and apply make up after you get dressed. Use a foundation that matches your shin tone exactly so you don't need much and avoid going down your neck.
If you use a Spray and Wash or Resolve before washing, the stain should come out. Do not expect it to come out in the wash without a prior preparation. Maybe avoid putting makeup on your neck or the outside of your cheeks and chin which might help.
When applying, put kleenex over the collar to protect it, then I would use a waterproof formula.... you usually don't apply all the way down to the collar.... just over the jaw line and blend down.
