I have never been successful at this problem. So...if it's something I really love, I turn the spot into a flower by painting around it. It looks great and makes it unique! If it men's clothing you have to come up with a different design, probably.

All of my paint splattered clothes become designated as "work" clothes. They are then used when I'm doing dirty projects.

You can try Goo-gone.
I’ve used 100% acetone on it and scrubbed like heck with liquid soap. Rinse & repeat.
It may pull the dye out of the fabric.
It may melt the fabric if it is >80% synthetic.
