Try to remove as much soil as possible let dry and pain them with fabric paint.

  • remove the seat from the chair, there should be screws holding it on from the bottom. Find some durable fabric that will go nicely with your decor. Lay the fabric out, wrong side up. Lay your seat cushion upside down over the top of the fabric, centering the pattern of the print. Cut your fabric leaving enough to wrap around the cushion and staple all around the edges to the back of the seat. This new fabric can go right over the old.

Jackie is right, the seats should unscrew and you can follow the way the original fabric is put on and cover over the seats pretty easily. If the pads are actually pads that are not attached to the actual chair, such as a seat cushion that just sits atop a wooden seat, you can most likely make a simple pillowcase-style cover for them. Personally I would not paint fabric simply because I would prefer a fresh start with new clean fabric.

Yes remove and replace. You need a stapler. We use electric but for years and years I used one of the cheaper heavy furniture staplers. I also always replace the pads on the chairs it doesn't cost much more.
