You may have to cut your own rings out using a jig saw and thinner plywood. You can use a drill to make the holes for the wire. Do you have any plans that tell you what size each ring should be starting at the bottom and going to the top? From your picture it looks to me like each ascending ring from the bottom is the size of the interior diameter of the ring below it. That will also give you the pitch you need to make it look like a Christmas tree shape. Quite a project!
Hi Nav. You could use a tomato cage. Use cutters to clip the rings off the tomato cage. The larger tomato cages have 4 rings. Thinking outside the box.
Usually fill spaces with think greens. Then add ribbon and ornaments
Thin pool noodles will work. You can make rings as large as you want. Hook them together with dowels and then tape them so they don' come apart.
How about using cardboard or foam board for the rings. Puncture holes for the string, fish line, etc. Use a dab of hot glue to hold the string in place.
I recently made a wreath on a cardboard base - perhaps you could try gluing tow layers of cardboard together and cutting your circles out, a metal skewer would pokes holes through for your wire.
