If there is any way to make a small hole on the bottom, you could stick a pencil or chopstick in to push the globe back out. If the hole was big enough, you could push a balloon in it and then blow up the balloon.

If you have or can make an inconspicuous hole in it, perhaps you can blow into it to make the globe round again. If it resists, you could apply a little heat, say with a blow dryer, to the dent to make the plastic more malleable, and blow again. if it is a thicker plastic, you could use a torch to heat it. Good luck.

I can’t imagine exactly what globe decoration you mean but you might be able to get it back in shape just by using hot water in or around it. Otherwise these other answers sound worth trying.

If the plastic is thick enough try to suck the dent out with a vacuum cleaner or, if you can get inside, blow it into the globe.

NOOO! Do NOT puncture your snow globe!! The answer about the heat is correct. Heat expands the molecules inside and then pop! Back to new. It may take a while to do it by holding the heat far enough away so that the globe doesn't feel hot to the touch, but it's worth not melting the plastic. Oh, I'm just picturing the mess!! Anyway slow and steady will be your best bet and I like the hairdryer idea as well as the boiling water, more so than my lighter hack. I imagine they don't cause as much anxiety lol. Good luck!!!
