It's difficult to find info on this. Maybe you could look these photos over and get some ideas.
I like dark colors too. The key is to have the correct lighting. I. Basements I usually install recessed lighting around the perimeter on dimmers. I spray the unfinished ceiling, joists, ductwork, pipes, wiring .... Black and paint the walls what works best with furnishings. Add some lamps, now an open cozy space with tall ceilings
If you can live with the dark color and the way it will visually affect the space, then go with dark green. Hopefully your lighting will add adequate lighting for any activities there.
Most people opt for lighter colors in a basement, to make it appear more spacious.

I painted our half garage (redone into a room) in dark brown. I loved the color for the walls but it definitely felt like a cave. I wished I had gone lighter. Maybe you could achieve the moody feel with decor or furniture.
