You can use paper napkins and modge podge glue. Paint the pumpkin and lay pieces of printed paper napkin and smooth with fingers. Seal with a spray coat of poly.

Hi ! Get a plastic or foam pumpkin , pick out a paper product or material you want to cover it with , also pick up some mod podge , found at craft stores and some dollar stores . Cut you paper or material into pieces , then brush the mod podge on a section of the pumpkin and stick the paper or fabric to it , do this in sections until you have covered the pumpkin . Let it dry and then coat the whole thing with another coat to seal it .
Decoupage means to cut out images and apply to a surface. Do you mean you want to glue paper (napkins, newspaper, etc?) onto a pumpkin? Some time ago (either on this site or elsewhere) I saw how to trim gourds with flowers, I did this with a pansy on a small squash. It looked great.
Becky... to me the prettiest images can be found on napkins...use one ply only. You can cut but carefully tearing works better as it will blend really good. Use the mod podge on the pumpkin place the image and cover with mod podge...just keep going. Good luck
