Depends on where it is , you can make a cabinet around it, hang a curtain , get a folding bamboo or fabric screen . -

You want something with some ventilation, so if you are making a screen area to hide the water heater make sure that it isn't touching the water heater, and that it isn't a flammable surface such a cloth.
