You can attach them to a baking sheet (E-6000 my recommendation) and hang it on the wall or go directly to the wall with poster putty.

Find a nice old metal tray you like, paint it or leave as is, and put magnets on the back where you want the cookie cutters....or move them around any way you like and change them out any time : )
Hang them from twineor place in a shadow box that has been back by a coordinating paper or cloth.or use twine or wire to attach them to a weather.
