This was wallpapered right over the paneling. I spent three days removing it, about 17 linear feet ( the gray wall to the left and the beige left of the FP) Before I painted it I mudded all the seams, both the real and the fake ones with drywall compound, two or three applications, and sanded, and sanded, and sanded...
When I did it at my parents house, I purchased a thin medium with the wallpaper that is specifically designed for covering the divets in paneling and other surfaces. So much easier than filling in. You hang it just like wallpaper and then wallpaper goes over it.
Fill the seams with spackle, then install heavy duty liner paper. It installs like wallpaper, tape and spackle the seams, and prime and paint. You can install the liner paper horizontally.
