Depends on what the new floor is. For tile, you lay cement board then the tile. Most others luan then the new flooring. You may also need a vapor barrier such as when you are putting down hardwoods.

We have laid vinyl planks and laminate over existing flooring without an issue. As long as the tile are smooth, laminate shouldn't be a problem- just put foam underlay down first.
Vinyl is flexible and a little more likely to let you feel every imperfection in tile, so if that is what you want to do, either remove the tile or level it first.
