You could fix a frame around the top of the walls just under the ceiling and fix another frame in the centre around the light pendant. Staple panels of muslin or other from the outside edge and pleat or gather to fit the inside frame and neaten edges with Braid or ribbon or wooden /plastic trim. Or Overboard. or form a Dropped Ceiling........Helpful Reply -

I wouldn't even bother trying to cover it up. Just remove the popcorn ceiling. It is a terribly messy job, but actually relatively quick and easy (warning - check for asbestos FIRST - if asbestos - only professionals), unless it has been painted over, then it's more of a bear.
