An oil-based paint will hold up better than latex.
It is really hard to paint floor tiles and have it hold up to wear and tear. They really don't look that bad in your photo!

I've painted wood floors, and I used floor paint and followed up with several coats of clear sealer that was recommended for floors. Make sure your prep is meticulous and use a good sealer like Kilz before painting. You can get the Kilz tinted so you have matching color to your floor paint.

Hi: you can paint with concrete paint or epoxy paint. However they really will not last very long for the work that you are about to endeavor. If the tiles are in good shape why not just change the grout color with grout refresh. That stuff is amazing.
