I’m no expert ... but I think if the ground has not yet frozen over, you might be still okay to plant. In my area (southern Ontario), we haven’t had any snow yet and the soil is still workable. Is there a nursery in your area that you can go to for advice?Helpful Reply -

As long as you can get a shovel in the ground - it is not too late.... Just make sure the bulbs are still in good condition and have not rotted.Helpful Reply -

I suspect yes -If you want spring-blooming flowers like daffodils, tulips, and hyacinths, you need to think ahead and get the bulbs in the ground before the first hard frost. They need a long period of cold weather to initiate the biochemical process that causes them to bloom and time to develop roots.
