The kitchen floor should come first so you have a new surface to put your new appliances on. Otherwise you'll be taking up and removing the floor after the fact.

Layout, choose appliances, electrical, plumbing, order cabinets, order appliances, finish plumbing and electrical, , install flooring, install cabinets, measure and order counters. , install appliances and counters, install backsplash, paint or wallpaper.
