Big job. Move to where and where do the stairs lead to. Building codes do regulate stairs. You may need a carpenter. Some photos would help.
Margie, yes it can be done, but this is a major constriction project. You need to remove the stairs and close in the opening. Drywall the ceiling and patch or refloor the upper level. Then frame the in a new opening for the stairs, cut stringers and build the new stairs.
This is the most basic of explanations, but the idea is that this is not a beginner diy project.
I would get in touch with a local contractor to see if it can even be done, how it could be done, whether it will meet local code, and what it might cost. There are ways to work with the contractor so you can stick to a budget. You may be able to do any finish work yourself. If you work with a contractor it might be done faster than if you did it yourself and it will be done correctly and safely.
