You need to check with your utilities to see what they allow so that they have access to the boxes. The air conditioner unit cannot be covered as it needs a lot of air flow so that it doesn't overheat. Covering it will also void your warranty should it break down. It needs plenty of room around it and above it and lots of open areas to get enough air flow.
