Do you recommend painting the inside of a fence?

I have a small patio and think about painting my fence on the inside so I can put some colorful decor up. Is this a good idea?
I can't tell how high this is from the picture but is it a possibility to build a deck over it? If you do perhaps you might add a trap door in the deck floor so you could access the well if you needed to.
Most of the time they are enclosed in a small house know as a "well house". It would be cute to build one out of scrap lumber to look like an old out house.

Build a fake old fashioned well around it.
I planted flowers around my well head. If someone would need to access it, losing a few plants isn't bad. Or is that for the septic?
I would build a wishing well around it. You could lift it to access the well cap.
Something that can lift off, but looks like it can't be very big because you need access to the door in the background.
I go for either a deck with a trap door or a wishing well
