I would suggest you define the borders first by Fence, Wall, Stones, or something else. then dig it over. Next trip is to the Garden Centre or large DIY in your area, to see what plants are available - use that opportunity to talk to staff about plant requirements, or take in a rough plan showing length & depth of beds and conditions (dry - wet - shady - full sun) and they should be able to help you. Sorry I can't be of more help, but I live in UK!

Contact your County Agricultural Extension Cooperative. They have all the answers and many handouts. Really nice, helpful people that know their stuff! The first thing to do is to get a soil test done while starting a compost pile. Tests are under $10.00 at the Ag office. Then you are not adding things to your soil that aren't needed.
Find out your growing zone. Find out your last and first frost dates as that is the basis on when you'll plant outdoors. Google raised beds if that's what you are asking. You can use just about anything to contain the soil except treated lumber - cinder blocks, stone, etc. You can even plant in large tubs. If you're in an area with termites, wood is not the best thing to use.

Start with amending your soil with garden soil.Followed by edging. https://homesthetics.net/17-simple-cheap-garden-edging-ideas-garden/....Decide what kinds of plants you would like.Perennials, annuals, shrubs????Plant the tallest in the back working forward.
