Make a form, mix up some Ready Mix concrete and fill the forms. Remove forms when dry.
At about $1 each, already made, what kind are you looking for that are worth $20 of your time and materials?
Shopping for materials, forms & sundries, gas, workspace set up and then actually making them.
One can stain them, stencil them, paint (diluted) them, cut them with a cold chisel or a straight claw hammer, drill them, set mosaics on them, laminate them with slate or other tiles and even coat them with stucco or a layer of concrete and then expose the aggregate. You get the idea. 😁
I'd recommend just buying them! They are cheap. With what you'd spend in time and materials, it might not be worth it
