I have a breezy deck and I also want privacy from bad neighbors, so I made "curtains" and used galvanized poles and hung them with pipe braces. Then I made a bottom pocket and threaded plastic piping through it. I also made a small hole in the bottom plastic piping to "tie" the curtains down. They don't move much at all and the breeze comes in and out through the panels of the curtains. I have an Americana deck, so I used patriotic fabric. Love them!

I had this same problem. I screwed two "eye bolts" into my floor, ran a small piece of elastic cord thru the hole and around the bottom of the shade and tied it tightly. The elastic lets it give a little without snapping off.
