How do I keep cats out of my raised garden bed?

We built a raised bed for veggies but the neighborhood cats have decided to use it as a litter box. YUCK!!! We sprinkled about 4 cups of red pepper flakes thinking they would not like that and stay out. HELP, we haven't planted anything cause we're afraid they will just dig it up.

    I have had the best luck using moth balls, it seems to keep all animals out of the garden and lawns.

      Thanks, Do I put them in the bed on the dirt? Does whatever is in the mothballs not bleed into the soil? Or is it anything to worry about?

    You can try two sides tape- the thick kind that is used to hang pictures. Put it all around the top edge of the raised bed's walls. They don't like to get their feet on something sticky, so that should keep them away.
