Spray the pots with a citrus essential oil -

You can also put dried citrus peel in the dirt. They hate citrus. As for knocking them over, you may have to go with heavier planters. I hope this helps. -

If the cats are climbing up into the pots, you could try placing bird deterrent spikes in the pots. I found some at Lowes which were clear plastic mats with short two inch spikes set about 2" apart in a grid pattern. I cut the mats to fit my pots, and I put some peat moss over them to hide the spikes. My cats learned very quickly to stay out of my plants.
