I've sprayed with insecticide, some die eventually, but they keep coming back. My next choice is to try neems oil. Is that a good choice for how to get rid of boxelder bugs?

Neem oil is an excellent choice. Great article on that here: http://www.saferbrand.com/articles/benefits-uses-neem-oil-for-plants

If you spray directly with Dawn dish detergent mixed 2T to spray bottle of water, you may kill them. If you have female box elder trees, that is what is attracting them. Remove all seed litter from trees and ground. Sprinkle Diatomaceous Earth on ground in circle at base of tree. As bugs walk across, D.E. will rip open their exoskeleton and they will die.Pyrethrin based pesticides also work, but avoid spraying (with backpack sprayer) near your house.

Neem Oil is GREAT. it is a fungicide, and insecticide. I like it at a weaker version, so I use 1.5 oz in a 2 gallon sprayer. great for most bugs. if they come back watch when they reappear and start a (usually) 7 day program.
