I have tried some washing liquid mix with water then you spay over the plant (not too much washing liquid
Be sue to spray the bottom side of the leaf.
I'm thinking deer, though you don't say where you live. A fence or cage is the only remedy I know for that.
Dial soap. You can flake it yourself or lay the bars whole around them (your dahlias). It must be Dial. Other brands won't work.
