How to get rid of weeds and non flowering leaves?

I have as Garden that is full of non-flowering long leaves. They come up every year but are unsightly. How do I get rid of then for good.

Smother them out with newspapers,cardboard,landscape fabric and top with mulch

Spray them with vinegar, and that will kill it.

Dig down deep and pull the roots if you don't want to smother the whole bed.
