Use PVA Glue or Mod-Podge to stick it!
if it is just the seat..unscrew the seat part and cover ,, you can then hold the fabric in place when screwed back together... or ...use a spray adhesive, and apply fabric.
I have used a spray adhesive that works great. They usually say on there what type of material it will work on.
