I have a kitchen table with the shiny wood top, can I sand & paint?

Clean it well. Use Krylon Fusion spray paint. Made for painting plastic. Several light coats will get you a smooth finish.
Krlylon is the only spray paint that will adhere to plastic.
I believe that Valspar makes a traditional (non-spray) paint for plastics.
