First I would try to take the footstool apart and remove the fabric. If you can do this, use the existing fabric as a pattern to cut a new piece. Replace the padding with something similar, and replace the new fabric.
If you can't take the footstool apart, see if you can buy fabric that you can use as patched sections and use fabric glue to apply it to the top of the existing fabric - you can use strips, blocks, and overlapped pieces of fabric to match/coordinate with the sofa.
You can recover in a complimenting multi colored pattern fabric. I never use matching footstools for sofas.
