Hi Angela, you will want to scrap it thoroughly with a steel brush to get as much of the old paint and rust off of it. Then you can paint it with an oil based paint and primer (I like Rustoleum personally)

Sand and wire brush until you remove all loose rust and smooth the surface. Clean well using soap and water. Use Rust-Oleum's Rust Reformer spray primer then spray the color of your choice.

Hello Angela, before you start clean furniture first. If there is any rust, remove with a stiff wire brush. Once the prep work is done and everything is clean and dry, you are ready to paint. I would suggest using Rustoleum. They have loads of colors to choose from and built in rust protection. You might want to go with 3 coats of paint. Remember light handed spraying is the secret to success.

All of those are great suggestions. But before you apply any kind of paint apply a rust inhibitor. I think Rustoleum makes a good one. Check at Lowe's. Mine worked very well. Good luck.
